The large cooper plated cathode area is really typical in every PCB.

Dust itself generally isn't the problem, it's more that they block fan vents and prevent proper cooling. If you can, it's as simple as swapping out the graphics card for another and seeing if the problems remain. I do not have noticed any odor etc after burning the PCB in the oven but there is no straight reason not to have an clean oven.
