I've still be unable to find a solution that fixes the problem. Return to the Windows 10 Registry Editor to the Winsock and Winsock 2 keys repectively and right-click on each Winsock Key Folder to select Delete. Go to the following article from Microsoft and follow the instructions on page 3 under "How to recover from Winsock2 Corruption. In this way, the registry configuration is re-created after reboot, which ultimately solves the problem.
